PUBLIC ACTIVITIES AND RESEARCH

San Marcos Foothills affords classroom students, casual learners, and researchers access to the history of Santa Barbara County and a remnant example of our natural heritage. The local Chumash community is active in revitalizing Chumash culture through its connection to the habitats of the Chumash homeland. The following policies are designed to balance access with protection of the land and its resources.

5. Public Access (“Access”)

Public Access Goal: Provide access consistent with protection of the resources.

Visits to National Parks have increased 10% per year. “A large fraction of our local population derives enjoyment from light, non-destructive, recreational use of natural and semi-natural areas. . . . Thus, areas we set aside now must be large enough and numerous enough to survive the increased use that inevitably will be made of them in the near future.” (Santa Barbara County General Plan, Conservation Element, p. 75-6)

Action Opportunity: Adjust public access during heavy rain periods to decelerate sediment input to creeks and damage to trails and habitats.

Action Opportunity: Encourage programs for the Chumash Youth and Family Maritime Skills Program, which teaches the importance of the land’s features to culture and provides opportunities for Chumash youth to reconnect with the terrain of their ancestral homeland.

Action Opportunity: Promote opportunities for quiescent arts through groups such as Adult Education, The Oak Group, Santa Barbara Museum of Art, Ridley-Tree Art Center, UCSB’s College of Creative Studies, and Brooks Institute.

Policy Access-5.1: Maximize public access to the property, compatible with the natural resource protection values of the Plan.

Policy Access-5.2: Coordinate with the County of Santa Barbara, the City of Santa Barbara, and other interested parties to provide access to offsite trails consistent with Policy Access-5.3.

Policy Access-5.3: Establish access guidelines that take into account the seasonality of sensitive resources, the soil conditions, and the impacts of the range of activity and enhancement efforts on the property.
