ADMINISTRATIVE ORGANIZATION

To achieve our stewardship goals, an effective administrative organization is essential. The purposes of this organization are to coordinate the management programs, oversee the funding of individual programs (for example for education or access) and maintain a healthy endowment to fund year-to-year management and maintenance of San Marcos Foothills.

8. Administration (“Admin”)

Administration Goals:

  1. Manage the San Marcos Foothills property in an efficient, safe, and inclusive manner, consistent with the Ecosystem and Resource Management, and Public Activities and Research goals of this plan.
  2. Provide adequate funding for management of San Marcos Foothills and implementation of the Stewardship Plan.

We propose that the San Marcos Foothills Coalition own and manage the San Marcos Foothills property, but we are willing to support others who might fill this role.

Overall, the property should be managed in a manner that is consistent with the spirit of our Stewardship principles and the intent of this plan. Whenever possible, neighbors should also be involved to share their knowledge of the area and to assure that their concerns are being addressed. Consultation with scientists and other experts will be a cornerstone to administration. This Plan provides a mechanism for that.

Policy Admin-8.1: Establish an Oversight Board composed of interested and knowledgeable individuals including scientists and local land managers to oversee the management of the property and implementation of this Plan.

Policy Admin-8.2: Establish the position of Executive Director, accountable to the Oversight Board, to oversee the implementation of this plan. The Executive Director may also serve as Property Manager.

Policy Admin-8.3: Establish an Advisory Committee, consisting of public agency and school representatives, experts, neighbors, researchers, docents, volunteers, users, and other interested parties. The Advisory Committee shall counsel, propose to, or prepare the Oversight Board for issues that respond to the public’s needs for access to and use of the property

Policy Admin-8.4: Establish a management endowment; this would fund the positions of Executive Director (Property Manager) and staff, and provide for routine property maintenance.
